Passez de l'idée à l'action pour accélérer le développement de votre municipalité Votre municipalité fait face à des défis de main-d’œuvre, d’attraction de talents ou de soutien aux entrepreneurs? Vous avez des idées, des partenaires mobilisés, des besoins bien réels, mais peu de temps pour réunir tout le monde autour d’une démarche structurée? Le Boot camp Municipalité innovante , une initiative de l’AFMO et de l’a SÉO, a été conçu pour aider deux municipalités ontariennes à passer de la réflexion à l’action. Dans le cadre d’un projet pilote, une municipalité urbaine et une municipalité rurale seront accompagnées afin d’identifier des pistes d’action réalistes, applicables et adaptées à leur réalité locale. L’objectif est clair : les solutions retenues devront avoir un impact direct sur au moins l’un des deux volets suivants : le recrutement de main-d’œuvre; le soutien à l’entrepreneuriat. Soumettez la candidature de votre municipalité Pourquoi un projet pilote ? À l’origine, le Boot camp Municipalité innovante avait été présenté comme un concours destiné aux municipalités membres de l’AFMO. Toutefois, compte tenu du contexte électoral municipal à venir cet automne et du calendrier chargé des municipalités, l’AFMO et la SÉO ont choisi de privilégier une approche plus ciblée, sous forme de projet pilote. Cette formule permettra de tester la démarche avec deux municipalités, d’ajuster le contenu en fonction des besoins réels du terrain et de peaufiner l’accompagnement avant une éventuelle suite. L’approche se veut simple, flexible et concrète : partir de la réalité de chaque municipalité, mobiliser les bons partenaires et dégager des pistes d’action qui peuvent être mises en œuvre dans un horizon raisonnable. À qui s’adresse le projet pilote? Le projet pilote s’adresse à deux municipalités membres de l’AFMO : une municipalité urbaine; une municipalité rurale ou du nord. Chaque municipalité participante sera invitée à mobiliser un petit groupe de personnes clés pouvant contribuer à la réflexion et à la mise en œuvre des pistes d’action. Selon les enjeux ciblés, ce groupe pourrait inclure : des représentants municipaux; des élus; des membres de l’équipe de développement économique; des employeurs locaux; des entrepreneurs; des organismes communautaires; des partenaires en employabilité; des acteurs liés à l’immigration, à l’accueil ou à l’intégration de talents. L’objectif n’est pas de réunir tout le monde, mais de réunir les bonnes personnes autour des bons enjeux. Les enjeux qui pourront être abordés Chaque démarche sera adaptée à la réalité de la municipalité participante. Les discussions pourront notamment porter sur : le recrutement et la rétention de main-d’œuvre; l’attraction de talents francophones ou bilingues; l’intégration de nouveaux arrivants sur le marché du travail; le soutien aux employeurs locaux; l’appui aux entrepreneurs et aux entreprises en croissance; la relève entrepreneuriale; la collaboration entre la municipalité, les entreprises et les organismes du milieu; la mobilisation des partenaires autour de priorités communes; l’utilisation de nouvelles approches ou de nouveaux outils pour accélérer certains projets économiques, toujours en lien avec l’employabilité et l’entrepreneuriat. Toutes les pistes retenues devront demeurer liées au mandat du projet : favoriser le recrutement de main-d’œuvre ou soutenir l’entrepreneuriat. Ce que la municipalité participante obtiendra en retour À la fin de la démarche, la municipalité participante repartira avec : une lecture plus claire des enjeux liés au recrutement, à l’entrepreneuriat ou au développement économique local; des pistes d’action concrètes et réalistes, adaptées à son contexte; une meilleure compréhension des partenaires à mobiliser; des idées pour mieux soutenir les employeurs, les talents ou les entrepreneurs du milieu; un rapport synthèse clair comprenant des recommandations et des prochaines étapes; un accompagnement permettant de poursuivre la réflexion après les ateliers. Comment se déroulera la démarche 1. Rencontre exploratoire Une première rencontre permettra de mieux comprendre la réalité de la municipalité : ses priorités, ses défis, ses forces, les partenaires déjà actifs dans le milieu et les enjeux les plus importants à aborder. Cette étape servira aussi à préciser les personnes qui devraient participer aux ateliers. 2. Préparation personnalisée À partir des informations recueillies, l’équipe du Boot camp adaptera le contenu des ateliers afin qu’il soit pertinent pour la municipalité participante. L’objectif est d’éviter une formule uniforme et de proposer une démarche qui correspond réellement au terrain. 3. Ateliers stratégiques Les ateliers réuniront les personnes clés autour d’échanges pratiques, orientés vers l’action. Les discussions viseront à clarifier les enjeux, faire ressortir les ressources existantes, identifier les occasions à saisir et dégager des pistes d’action réalistes. 4. Rapport synthèse et pistes d’action À la fin du processus, la municipalité recevra un rapport synthèse comprenant les constats principaux, les pistes d’action retenues, les recommandations et les prochaines étapes proposées. 5. Suivi après les ateliers Un suivi permettra d’appuyer la municipalité dans la poursuite de la réflexion et dans l’appropriation des pistes d’action. Pourquoi participer ? Le Boot camp Municipalité innovante permettra à la municipalité participante de : prendre un temps d’arrêt sur des enjeux importants malgré les pressions du quotidien; mobiliser les bonnes personnes autour de priorités communes; mieux comprendre ce qui freine le recrutement, l’attraction de talents ou l’entrepreneuriat; faire ressortir les ressources et initiatives déjà présentes dans le milieu; identifier quelques pistes d’action réalistes; bénéficier d’un regard externe, pratique et orienté vers les résultats. Pour une municipalité, il s’agit d’une occasion de structurer une réflexion utile sans devoir porter seule l’ensemble du processus. Foire aux questions Est-ce encore un concours? Non. L’initiative avait d’abord été présentée sous forme de concours, mais elle est maintenant proposée comme projet pilote. Deux municipalités seront accompagnées afin de tester la formule et d’en tirer des apprentissages pour la suite. Pourquoi seulement deux municipalités? Le projet pilote permettra de travailler de façon plus personnalisée avec une municipalité urbaine et une municipalité rurale ou nordique. Cette approche aidera à mieux comprendre les besoins de différents milieux municipaux et à adapter l’accompagnement en conséquence. Quel est le lien avec le mandat de la SÉO? Les pistes d’action retenues devront avoir un impact direct sur le recrutement de main-d’œuvre ou le soutien à l’entrepreneuriat. Le projet peut donc toucher au développement économique local, à l’attraction de talents, à l’intégration de nouveaux arrivants, au soutien aux employeurs ou à l’appui aux entrepreneurs, à condition que les solutions demeurent liées à ces volets. Qui devrait participer? Les participants peuvent varier selon les enjeux ciblés. Il pourrait s’agir de représentants municipaux, d’élus, d’employeurs, d’entrepreneurs, d’organismes communautaires, de partenaires économiques ou d’acteurs du secteur de l’employabilité. Combien de personnes devraient participer ? Un groupe d’environ 7 à 20 personnes est recommandé afin de favoriser des échanges utiles, représentatifs et productifs. Combien de temps faut-il prévoir ? La municipalité devra prévoir une rencontre exploratoire d'environ 3 heures de préparation, la participation aux ateliers et un suivi après la démarche. Qu’est-ce que la municipalité recevra à la fin ? La municipalité recevra un rapport synthèse comprenant les principaux constats, des pistes d’action concrètes, des recommandations et des prochaines étapes possibles. Est-ce que la démarche sera adaptée à notre réalité? Oui. Chaque démarche sera adaptée aux priorités, aux enjeux, à la taille, aux partenaires et à la réalité économique de la municipalité participante.
